Why is in the UNLOCKABLES area if you can't unlock it, is it ment to taunt people? I mean, why can't people atleast spawn the avatar?

The Zeus NPC however is placed by developers only on the very best maps, to signify how good they are.

Yes , if he thinks your world is worthy enough, he will place Zeus in your world
